What adjustments do I make to make a car "sway" or "settle" more when I come to a hard stop or Skid stop? I want the car to 'rock" a bit more from side to side before it completely stops moving. So it looks more realistic.

Lower the front/back Damping values and you should achieve what you're asking. The default value is 200, if you lower it to something like 20 you will get a lot of sway. Pick a value in between if it's too much sway.
